Everything from agenda to signed minutes

Agenda and summons

Standard items for each kind of meeting are already there. Add your business and papers, and issue to every councillor by email and to the public in one go. Already have an agenda? Upload it and it’s read in.

The meeting screen

On a laptop or tablet: who’s here, interests, notes, proposer, seconder and the vote, tapped as it happens. Quorum and interest problems show straight away. Works without signal.

Minutes that night

Minute numbers, attendance, declarations and resolutions written out in the usual formal style. Check the wording, publish the draft, and it goes on the next agenda for approval.

Signed and locked

The Chair signs on paper or electronically. Signed minutes are locked with a fingerprint and added to your minute book. Every change before then is kept in an audit trail.

Registers kept for you

Members’ interests, dispensations, declarations at meetings, attendance, and gifts and hospitality, with the 28-day and six-month deadlines watched.

Your public page

Agendas, papers, minutes, councillors and their interests, as accessible web pages, with a news feed. Show it inside your own website with one line.

The rules it follows for you

Every check names the law it comes from, with a link to the official text.

3 clear days’ summons

Works out the last day to issue for every meeting, leaving out Sundays, Christmas Eve, Christmas Day, Good Friday and bank holidays, and won’t issue late.

Local Government Act 1972, Schedule 12

Business named on the summons

Spots “any other business” and other vague items that can’t carry a decision.

Local Government Act 1972, Schedule 12

Quorum, live

One third of the seats, never fewer than three, checked as people arrive, leave, and step out for an interest.

Local Government Act 1972, Schedule 12

Interests and dispensations

Members with a disclosable pecuniary interest can’t propose, second or vote unless they have a dispensation. The screen stops it being recorded.

Localism Act 2011, sections 29 to 34 (interests)

Press and public

Confidential items need a resolution to exclude the public first, with a reason, and never appear online.

Public Bodies (Admission to Meetings) Act 1960, section 1

Minutes signed at the next meeting

Draft published within a month, approved at the next meeting, signed by the chair, then locked with a fingerprint.

Local Government Act 1972, Schedule 12

The six-month rule

Warns weeks before a councillor’s seat would fall vacant for non-attendance, so the council can approve a reason in time.

Local Government Act 1972, section 85 (six months’ absence)

The council’s year

Annual meeting, Annual Parish Meeting (1 March to 1 June, after 6pm), AGAR, public rights, Transparency Code, precept: with reminders.

Accounts and Audit Regulations 2015

Openness

Agendas tell the public they may film and report. Accessible pages, not scans.

Openness of Local Government Bodies Regulations 2014

Nimbo Minutes helps the Proper Officer follow the rules. It isn’t legal advice, and your own Standing Orders still apply: where they’re stricter, follow them.

On every computer the council has

Windows PCs, Macs, iPads, Android tablets and phones. Install it like an app from the browser: no app store, no IT set-up. The clerk takes minutes on a laptop; councillors read their papers on whatever they have.

Questions

Does it work on our computers?

Yes. It runs in the web browser on Windows PCs, Macs, iPads, Android tablets and phones, and installs like an app on each of them (Add to Home Screen, or the install button in Chrome and Edge). There’s nothing to download from an app store and nothing for your IT person to set up.

What if the hall has no Wi-Fi?

The meeting screen keeps everything on the device as you type and saves it to the server when the signal comes back. Agendas and papers can be printed or saved as PDFs beforehand.

Is the AI writing our minutes?

No. Attendance, declarations of interest, who proposed and seconded, and every vote come from what the clerk records in the room. AI can suggest tidier wording for the clerk’s own notes, and the clerk accepts or changes every word. Confidential items are never sent. If your council has a policy against AI, switch it off in Settings and nothing is ever sent.

Can we still sign minutes on paper?

Yes. Print the approved minutes with page numbers and a space for the Chair’s initials on every page, then record the signature (and attach a scan). If your Standing Orders allow it, the Chair can sign electronically instead. Either way the signed minutes are locked with a fingerprint so nobody can change them afterwards.

Does it replace the Monitoring Officer’s register of interests?

No. The principal council’s Monitoring Officer keeps the official register. Nimbo Minutes keeps the council’s own copy, reminds you of the 28-day deadlines, prints the form for signing, and publishes the non-sensitive parts on your public page.

What about our website?

Every council gets a public page with its agendas, papers, minutes, councillors and their interests, as accessible web pages rather than scanned PDFs. Link to it, or paste one line into your own website to show it there.

Where is our data kept?

On a server in the UK (Manchester), with continuous backups in the UK. You can download everything at any time, including a minute book of every signed set of minutes.

What if we stop paying?

Your public page stays up as a read-only archive, because minutes are a permanent record. You can download everything, and we’ll delete it all if you ask.

Does it cover Scotland?

Not yet. Scottish community councils work under different rules. Nimbo Minutes covers parish, town and city councils and parish meetings in England, and community and town councils in Wales.

Is there a free trial?

No, but you can see exactly what you’d get on the example council page, and cancel at any time. Councils can pay by invoice, so it can go on your list of payments for approval first.
